Eugene,
To get the POV of an advertiser you should think about it
from a user perspective.

- Search Engine- I'm there for the purpose of finding
something. Your ad pops up when I type the keyword or
key-phrase. I'm already in discover mode so curiosity will
increase the chance I click your ad.

- Website- So here I'm reading content from a site I've
already known about maybe even bookmarked or got there from
a search engine. I'm now in learning mode (or consumption
mode) and no longer in searching mode. I may see your ad but
I'm less likely to click on it from that site. If I got
there from a search site I'm more likely going to go back to
the search engine instead of clicking ads from that site.

I love google and all and was one of their earliest users,
but AdSense is really no different than a banner ad. In
marketing it's not the vehicle that matters first, it's the
user behavior.
