I received this from Google, in answer to my question on fraudulent
clicks:

Google monitors clicks on Google AdWords ads to prevent abuse of the
Google AdSense program. Google's proprietary technology analyzes clicks to
determine whether they fit a pattern of fraudulent use intended to
artificially drive up an advertiser's clicks or a publisher's earnings.

Our system can automatically distinguish between clicks generated through
normal use by users and clicks generated by click spammers and automated
robots, enabling us to filter out fraudulent clicks. Advertisers are not
charged for clicks deemed by us to be click spam
