Google has mechanisms to recognize such behavior. I know of several people
whose sites have been investigated because of such behavior and have had
their AdSense accounts terminated. The advertisers are not charged for
fraudulent clicks. Though there will probably always be people who try to
commit such fraud it's hardly worth the time and risk.

Besides, this type of fraud has *always* been an issue with *any* pay per
click or pay per impression web advertising.
