One of the good things about PPC advertising for advertisers who have
to/want to keep careful control on budgets is that you can monitor
performance and make adjustments in your campaigns and spending.
In general as far as the quality of the sites, though, Google does match ads
to the content of the pages. If you're getting lookers instead of buyers,
maybe you should try a separate Google campaign with slightly different
keywords. Maybe some of your keywords attract people looking for freebies
and those are in turn making the ads get placed on sites that don't get high
conversions.
