Targeting Marketing Decision Makers

I am trying to find email opportunities to promote our
agency. I haven't been having much luck. Does anyone
have an suggestions as to where I might be able to find
lists that would include key decision makers in
companies throughout the country? Also, it would be
preferable to be able to target by industry. Thanks
for any input you can give.
