Media production versus placement costs

Does anyone here have a ratio or percentage gauge that they use to
determine the cost to produce online media (ie banner ads) compared to
the media buy. What is good percentage?

Is there a rule of thumb, based on experience here?

Thank you for any help on this issue.

We are currently at about 7 percent production costs to placement.
