Why don't they recruit people from abroad?

I have been a participant in loads of discussions on
Internet Marketing/Advertising, but this time would
like to digress from the 'technical advertising'
issues.

Internet advertising/Marketing is still a niche field,
organisations specialising in this field, from all
over the world need people skilled in this niche
area. When I say Niche, I'm sure there aren't very
many people with good experience and expertise in this
field.

Very often one reads about so many vacancies in this
field but with a caveat- They are just not open to
taking people from abroad!

I am from India, with perhaps amongst the most
experienced people in Indian Internet scenario, and I
find that companies in other countries even in dire
need for good professionals in this field are not open
to taking people from abroad (India?)

Anyone has any idea why might this be happening? Work
Permit issues? Organisations in this field are small
and think they can't afford 'all that hassle' in
inviting somebody from abroad?

But all this could've been reasons if one received any
replies. Most of them don't even reply.

Anyone any takes?
