Recruiting people from abroad?

I worked for a large corporation for a number of years and witnessed this
first hand. I managed several different teams that supported a worldwide
business process. When cost cutting and restructure initiatives came down
the pipe, most of the business looked to for foreign partnerships and joint
ventures. I love America and love being an American, however, we are
expensive. Traveling abroad to train new teams in China was a real eye
opener. I saw work ethics unlike anything I had ever seen, and the cost
difference is shocking. When you can get 4 heads to 1 in another country,
hiring our abroad is hard to turn down. We use to get resources in Mexico,
but now their salaries are twice as high as India and China.

The issue for those of us in the US is how do we stop this? I don't think we
can, as from our (America) perspective we are becoming a global economy.
When it comes to positions like, designers, programmers and support
personnel, we are far too expensive. I will admit paying $8 hr for designers
is much easier on the budget than $15 to $30. For project manager, directors
etc, I think you have to hire within, but for lower level positions we are
losing the battle.

Sorry for the slight veer off subject, but wanted to share a real experience
to list.
