Download.com runs an auction each month where you can bid for top
positioning and promotion on their network using a pay-per-download
model. Minimum bids are $ .15. The auctions usually run until around
the 25th of the month for the following month's "winners".

Also Tucows, allows keyword bidding and supports a handlful of revenue
sharing programs. There are also a number of download sites that will
increase exposure of your software if you have an aggressive affilaite
program if that is of interest.
