There are several companies out there that can furnish to you permission
based email addresses. They can even "target" for you the exact group you
are looking to reach. The companies involved in these activities are
either brokers or own their own database. Some email list companies have
their own list and supplement it with lists from other resources.
Brokers will be more pricey because they are buying the lists from a list
owner. The advantage is that they can pick and choose between resources
to get the "best" list for a particular mailing. But each mailing will
normally be only from a single resource. Plus targeted lists can cost from
Fifteen cents up to Fifty cents per email address, depending on the target.
I work for a list owner and we have over 70 Million opt in email addresses.
We rent direcly to advertisers in large quanities (500K and more), plus we
also will do targeted email campaigns of 25K.

We have several websites that people visit (internetmanner.com
is just one) These websites have a variety of subjects that
individuals check that are of interest to them. Based on the
information and permission gathered at the website registration,
we send emails that may be of interest to them. Every email
identifies who the email is from and allows the individual to
request to no longer recieve emails.
The registration process allows us to target specific selects
such as age, gender and geographic location and particular
interest. We can segment the database to IT Pros in Texas or
people who like fashion. Or we can send more general interest
emails out to people who have given permission to receive emails.
