Well,

There is such a thing as bulk mailers that are not spammers. But the
problem when buying 3 million is that you are generally buying "spam" of
some kind. This means that your servers will be vulnerable to being
shutdown, your software-website could be hacked, your mail server will
have so much junk...etc.

The problem is, when you email a competitor in the UK they get very
passionate about shutting you down, even if they were opt-in, they will
claim otherwise and attempt to make your life hell for about a week.

3 million uk emails is not going to give you rapid growth. 3 months of
using email and affiliate programs combined might. Attach a good cost
per click campaign in there to, and you will get what you are looking
for. Expect to spend a minimum of $10,000 K USD a month for three months
as then after this, the performance based marketing should be kicking
in.
