Ad servers

I want to get some ideas of the different types of ad servers used
out there that are specifically geared towards a small business
launching online marketing campaigns. What are the options out
there for a company who wouldn't have the budget to spend a lot
especially when we're mainly in the test phase of campaigns, but
we'd also want an option that's scalable? Should we launch
campaigns initially via publisher serve -- but that makes it
hard to optimize campaigns real-time?
