How to improve reach to NRI Customerbase

I am working for a company which offers Online Executive Development
programmmes intended for working professionals. I would like to increase
the reach to NRI customer base in various countries.
A brief about our online courses: It is a certificate course for working
graduates who want to enhance their skills at work place. We offer these
courses in collaboration with the leading business and design schools of
India like IIT Delhi, IIM Calcutta etc with a certification from them.

These courses are offered in various fileds like Finance, CRM, SCM,
Personal Effectiveness, Design packaging, Ebusiness etc. It is a very
well designed course. We have been pretty successful in targeting the
customer base within India . We also have NRI participants from USA,
Middle East countries etc. I would like to increase the reach to the
NRI's all over the world. Could you please suggest the single , best and
the most effective means to target the NRI customer base. We tried
releasing ADs in rediff abroad which showed zero response. We have also
tried emailers to certain databases but again no response.
