This is a strong statement ("no loopholes") by the senator and
sounds great, but it doesn't work quite so well in the real world.
The biggest loophole is probably that the internet spans state and
international boundaries.

This law raises a number of questions and will not solve anything
(IMHO). California will probably lose money on this one.
