Currently no such law exists requiring an advertiser
to take responsibility to NOT mail to anyone who
doesn't want to be contacted. It's the list owner's
responsibility to ensure that all unsubscribe requests
are honored. There's a federal proposal as well as
ones being debated in New York and a few other states
that would require advertiser AND list adherence to a
'do not email list.' This is the same concept as the
federal do not call list.

However, advertisers are increasingly LEGALLY
responsible for only working lists that honor
unsubscribes. The new CA is widely regarded as
putting the damage burden squarely on the shoulders of
the advertisers.

Best bet is to provide a mechanism for someone to
'opt-out' out of emails from your advertiser and
provide that list to the lists they work with
specifically to be suppressed for any campaigns.
