Everything in the bill SO FAR seems to be
toothless if you can show that the recipient
opted in. The problem we're more concerned with
is with the subscribers who have either forgotten
they opted in or those too lazy to unsubscribe.

And believe me, with user bases at 200K+, you always run into those.
