Check that your email server is not blacklisted, you can check
many popular blacklists here:
http://www.dnsstuff.com (top center)
Run your newsletter through some spam filters and see how it
fares. If you always end up with high scores then you'll need to
fix your content.
You can check it against SpamAssassin (a very popular filter) here:

Of course, avoid obvious spam words (especially in subject lines)
and styles (i.e. majority of message is an image, LOTS OF ALL CAPS
etc.)

for more ideas of what to avoid (high score=bad)

If you use an ASP newsletter management system - use a reputable
company that does not send spam mail. Other clients using their
servers *could* get the servers onto a blacklist - since you use
the same servers *you* are on the blacklist.
If you have a 20% bounce rate you should clean your list.
Repeatedly sending to invalids is a good way to show up on a
blacklist. maybe you should try an auto-reply confirmation.
Setup free web email accounts (@yahoo.com @hotmail.com etc.) and
subscribe to your newsletter. Most have spam filtering. Make sure
yours is not getting filtered. If it is, find out why.
