SEO and Flash

I would appreciate further clarification on the state of SEO on flash site.
It is my understanding that very few robots are able to read the text in
flash files (as per the SEO report I purchased from Sherpa Marketing). That
being said, I am finding flash sites with <!-- comments--> that are clearly
tagged for robots. Does anyone here know first hand or have a reference for
further info on the topic? Thanks
