I think you may have misread the terms. You can't have Google ads show in
two places on the same page (for instance, you can't use a Google skyscraper
and a Google 468 banner on the same page). And you can't run similar text
ads on the same page. But unless they've changed their rules, I don't think
there's a prohibition against other banner ads on the same page.
