Many high-traffic sites, such as CNN, ABCnews.com, and NYpost.com
offer text link ads. Look at the text ads at the upper right at
http://www.cnn.com/2003/WORLD/meast/11/07/sprj.irq.main/index.html
as an example.

These ads can give great exposure at low cost if you can define
a succinct and engaging message to put in your text. You can
probably buy these ads direct from the site publisher at rate
sheet rates. I have ad reseller sources that sometimes allow us to
buy these ads at substantial discounts when we are buying for
our clients.

At one of the sessions at AD:TECH, the presenters where laughing
about how the "pundits" had so badly messed up in their
predictions -- everyone was predicting that the growth in online
advertising would be in rich media ads, whereas instead the real
growth over the past two years has been in text link ads, driven
primarily by Google and Overture.
