Your situation mirrors my set up - population figures are about the same
and when I launched my site in 1999 it turned out to be the first of its
kind in Canada.

But I can say with certainty that had I sold advertising based on the
click-per-pay model, I would have gone out of business long ago.

Instead, I have approached the advertising model similar to how newspapers
do it; but that I mean advertisers pay for space and time.

And because it's local there was a ready made target market. Today, about
five years later, as you'll notice if you visit my community hard news site
published exclusively for the internet, not only are local advertisers
jumping on board, but we also carry local government notices too.

Either way, best of luck. The internet is tailor made for local news sites.
