Advertisements are great, but directories are big dollar makers. If it
is not a gigantic undertaking, try to build a subscription for an online
directory, and announce new directory additions into you paper. $300 per
listing for the year. You can then package the directory listing and an
online ad for $500 etc. It would be nice to cell 10 - 20 of those a
month.

Another way is to charge by the word. $4 or $2 a word etc. This is a
commonly used approach in associations. $2 CPM is fair. Build pacakges,
if your minimum is $50, the first package should be $50.
