There are several methods for determining traffic levels of domain names,
although none are 100% exact. If you know the past owner, get stats from
them. If you buy the name, track the traffic yourself. Look up traffic
levels in Alexa. If you subscribe to Comscore or competition, use that data.
Subscription services exist like NamePursuit for analyzing domains and
estimating potential traffic levels. Or create your own tool for analyzing
potential traffic levels using your own domain name traffic - that is what I
do.

Names go through a multiple step system before being completely removed from
the registry. In part, this ensures the current owner ample time to renew.
Contrary to what you think, the search engines have no idea when a domain is
dropped or web site is gone until the engine spiders that site again (or an
editor visits). I have expired domain names I've purchased over a year ago
that still receive ample amounts of search engine traffic from links. I can
only imagine that as search engines get smarter, this will become more of a
rarity.
