Marketing web design

I have a friend who has a web design business. His company is pretty
small and he does not have a lot of clients right now although his
prices are considerably lower than his competition. How best can he
get small businesses in his area without websites to see the benefits
of his services and where can he find the list of small business
without websites. I need help on how to convince small business
owners into appreciating the relevance of this service with their
various fields of concentration.
