The client has no problem getting job postings but there are no job
seekers.

What about partnering with universities? Guess it would depend on whether
the jobs are appropriate for residents or recent grads. Have you tried
magazines that cater to doctors to see if they'll run an ad or partner if
they also host a website? The AMA? Where do doctors go to learn more about
additional training or re-certifications? That might be a good time to
catch someone's eye about new options...
