The only way to get local business is to cold call. Sorry, but its the only
effective way. We have tried everything and anything. Hire a commisioned
sales staff, or a Telemarketing service works too, although expensive. He
should hit the bricks and approach Car dealers and Mom and Pop Restaurants.
They are the easiest sell.

As far as convincing, you'll need a professional sales pitch with a real
market information, statistics, etc. The bigger the market, the easier the
sell. Larger cities tend to be more "Internet Savvy". He'll also need to
package some sort of Internet marketing with his services--just because you
build a website, doesn't mean everyone is going to visit it. And also need
some sort of portfolio, do some sites for free for locals, just to start
credibilty. Internet Fraud is a huge concern for business owners. They are
VERY weary to hand over a check unless you have some sort of track record.
