 From my point of view, being a (part time) web developer, I think
gaining one million unique visitors for $80,000 a month is quite hard.
That is, if I understand you correctly - you want to get a steady
visitor base of 1,000,000 million unique visitors per month, based on
$80,000 a month. Now I'm not sure what the time frame is to establish
this visitor base, but in my humble opinion, even if it was a year, it
would be hard, unless your site profits greatly from word of mouth
advertisement.

Now, the thing is, how low will you go - the more ethical the
advertising medium is, the more expensive it is. This works both
directions, so indeed, per visitor, I think spam and pop-up are the
cheapest around. But these visitors are unreliable, and usually don't
stick around - so in my humble opinion, targetted
(ezine/newsletter/search engine) advertising is the way to go. But I
doubt wether getting such a visitor base on short term is even possible
that that amount of money...
