Re: Search Engine Submission/Positioning software
Assuming you want to have your blog on your own website/domain, and not
hosted somewhere else (a common practice, but I recommend the former),
then Movable Type is the gold standard, and probably the best choice if
you don't have much technical expertise yourself. It is inexpensive,
feature-rich, and well-supported.
I also highly recommend WordPress (formerly known as b2), which is the
#2 blog software in usage (not counting blog hosting services). It's
what we use on our blog, www.OnlineBusinessNetworks.com/blog. Basic
installation took me less than ten minutes, and getting it fully
configured and integrated into our site like I wanted took less than two
hours. I don't know any PHP programming, but I do know HTML and CSS
extremely well.
All you really have to do to make sure Google recognizes it are:
1) Turn on your automatic notification of Blogs.com, Blo.gs, Yahoo, etc.
2) Link and TrackBack to other bloggers
Google will do the rest from there -- you don't even need to submit it
to Google (in fact, probably shouldn't).

Some of the techniques are specific to Blogger.com, but most will apply
to any blog software or hosting service.
