Looking for a media buying company

I work for one of the largest distributors of phone cards in the United
States and we are trying to find a media buying company in the U.S. that can
help us target online the various ethnic groups in the U.S. that make up our
customer base. Any suggestions?

For sake of clarification, we are talking about targeting customers who
lives in the U.S. but call various Asian and African countries
