For a serious search directory, ODP has some very strange
ways about accepting sites.

Each section is supposed to be managed by an unpaid moderator
who should check out sites for suitability. Trouble is, many
sections do not currently have moderators assigned to them.
I have lost count of the number of times I have submitted sites
to ODP and have just been ignored.

Why don't I volunteer to be a moderator for the section I want
to be listed in? Well, I've tried and that doesn't work either.
And, if it had worked, what's to stop me rejecting my competitors
from inclusion in favour of my own sites?

Maybe this is what is happening with your submission??? Who knows?
And inclusion in ODP is rumoured to be a plus point for a Google
ranking.

It's time the owners of ODP got their act together.
