Reaching CEOs of Public Companies

I have a client who is looking to reach decision makers (CEO's)
of publically traded companies; specifically smaller board
companies AMEX, OTC, NASDAQ.
 
This is a tight, niche audience. Any thoughts on how others have
reached the same or similar audience? Any results form targeted
ad buys to this targeted audience?
 
Most online marketing seems broad. The costs of buying media
(eyeballs) to reach just a small percentage of qualified people...
Does it justify the cost?
 
Opinions on results, ideas or whether this type of targeted
audience is better reached via other media?
