Surely the correct answer is to give your users the choice
of HTML or plain text?
 
We currently just do plain text, mainly because our systems guy can
work out how to to mail merge into HTML emails!
But pressure is mounting to send out HTML complete with
images. Thus far I'm resisting, but if we had more resources (not to
mention technical skills!) I think we should in fact offer both.
