Mailman is extremely popular, easy to use and tons of features

Check the options provided by your web host. Most hosting companies
provide a discussion list/newsletter management system with their standard
packages. (many use the above mentioned Mailman).

Yahoo! also offers a quick and easy solution.

As for what to "watch for", look at the features list and see that it has
what you need. Probably automatic subscribe/unsubscribe, moderator
approval of messages, searchable archives, etc.
