Value of fixed vs. rotational banners

I have found your discusions and input to be extremely intelligent and
informative. It is testament to collective wisdom.
Here is a potential topic that I have not seen discussed:
I think there is huge difference in the value of "fixed placement" of a
banner vs. a banner that is placed on rotation ("Rotational advertising") .
With "fixed placement" the advertiser has the ability to take advantage of
habits and create navigational habits of the host user. I.e. we come to the host
site to use your ad. ...which presumes an element of ecommmerce and/or
functionality
To me getting a user to click on a rotation ad is akin to expecting a tv
viewer to voluntarily interrupt his tv program to click on to a commercial.
This is why I think fixed placement has potentially enormous value but
rotational advertising has value primarily only for branding
What is the collectve opinion on these thoughts?
btw - we have negotiated fixed placement on a prominent site for 2 years with
a minimum guarantee of 4 bln annual impressions (120 x 90) ..I am looking for
good ideas on how best to leverage this asset.

Hello
One of my companies (JobSoftware.ca) is a Private Label Job Site
development and Management Company. What we do is build Private Label
Job Sites for media companies FREE of charge, in exchange of a small
Revenue Share.
We did sign up a few radio stations and media companies. But
everything is moving slower.
Does anybody know the best way to target Radio Stations, Media
Companies or any other media player in order to form a partnership.
Any other suggestion for this startup is also welcome.
