New Web Site Concept - Questions

My company, Target Force Sales in Australia has developed a really
simple but very practical web site that when launched will provide
legions of Internet users with instant info that would have formally
taken quite a long time to develop.
 
My question is this: The web home page and example drop downs
are nearly completed and I will go out and seek support from a
"seed money" individual/company plus look for an Internet
Advertising Sales partner.
 
I've not done this before so I am anxious to learn the following:
 
1. Is this the most effective procedure - Develop the home page plus
examples of how it works along side a well thought out strategically
sound business plan and then sign up an Internet Advertising Sales
 firm?
 
2. What's the best way to go about finding seed/investor money?
 
I know these are very basic questions but would appreciate a genuine
response.
 
By the way, I read every issue of online-ads digest. Keep it coming it
is a great service to us all.
