This is because the site links to Amazon.com, yet when a real visitor
clicks through and goes to Amazon's webpage, you are redirected to a new
page with a unique session ID in the URL. Naturally this new page you
are redirected to has no pagerank as it was just created.

Also, the page you linked to even has a Google employee's response
stating that Google PR from the toolbar is not something to be disregarded.
