We've done a lot of this type of email alerts for small to mid sized
organizations so perhaps we can help. First of all, we would not recommend
using an ISP. Anyone who has loose rules for quantity of emails is quite
likely on some black lists and your message will not go through. This is
especially true if you have a lot of Yahoo, Hotmail or AOL subscribers.

As for VerticalResponse, we've used them on many occassions and as for an
outsourced service, the easiest to use. We not sure why you don't want to
track your open rates. This is a very good way to see what works with your
audience. Also, you can use any From email address you wish as long as it's
legit. They also let you send plain text emails so it won't look too
commercial.
