Email surveys

I need help. We are very close to finalizing an 18-country market
research project that is part of a tourism branding effort. One part
of the project is an email survey. We have gotten some quotes back
from some major market research firms, and I am disappointed with
both the pricing and the proposed methodology ($72,000 to develop
10-12 minute email survey -- and that wasn't the highest quote -- nor
did it include implementation or analysis??!!). I also am not happy
with their methodology of using "panels" -- essentially, people that
are paid to answer one email survey after another. So I need help in
two areas. One is sources of lists in major countries worldwide in a
variety of industries, but especially travel. The second in
management of the project, especially reporting and analysis. The
number of hoped for respondents is 1,000, but I think a more
reasonable, but still statistically justificable with a 90 percent
confidence level, is 500. Does anyone have any recommendations? If
you do recommend yourself, please send me a ballpark quote offline.
