Michael,

I used to sell other people's books the old fashioned way in a catalogue we
had ten years ago and made the same arrangement of 50% with the
publisher. No one seemed to be concerned with how well I would do. A sale
was a sale. An extra order or two was welcome. In your case the biggest
concern is that you maintain control of your e-book file and that this
agency has a special code upon download. If they're asking for a file for
themselves I'd walk away from the deal.
