I really think we're talking from two ends of the spectrum. Your examples
refer to businesses that already have the "obvious work" of fundamental SEO
covered. I am looking at the huge number of businesses that don't have a
clue (or worse, think they do but really don't) about how to accomplish
those fundamentals. It doesn't take a "heavyweight" SEO budget to achieve a
cost per sale (or cost per lead) that is very attractive for them. I am
curious to know where your estimate that only 1-3% of companies globally can
get positive return from professional SEO comes from.
