Scenario or Rule based adserving?

Hi everyone,

I have just joined this group and this is going to be my first posting to
this group. I am working for an Online marketing co. in India,
BridgeOverTW.com. We have been actively involved in web analytics for our
clients.

One of these assignments involves building scenarios in our client's website
to guide the user(s) to the desired/ideal path, using content and banner/pop
ads.

Is there anyway I can serve ads based on rules/scenario. A typical
rule/scenario could be a path taken by a visitor say, over 3 pages, or could
be (IP of that visitor AND a particular path taken by a visitor).

Please note that these visitors are moving across the website without
logging in.

Is there any ad server which serves ads based on such rules or is there some
scripting required at on the website or is there any other way to do this?

I have already checked with Doubleclick and Zedo, although they DO
behavioral targeting, but not this kind of rule based targeting.
