Search engines do not have a problem with CSS sites. However, your
friend's site has a few other problems.

The keywords and description tags are repeated, which just confuses
the search engines. The title tag on the home page should be a bit
more coherent. Also, there needs to be a title on the Forum page.

The site itself is a bit unfocused.
