Replying to own post here. Nobody knows of anything? Nobody would want to
court the many paranoid would-be buyers?
A search did yield something called InternetCash, at
http://www.internetcash.com/. (That was by way of a long, somewhat
out-of-date
list of payment options at
http://ntrg.cs.tcd.ie/mepeirce/Project/oninternet.html .)
As of a few years ago (according to an article), Internet cash cards were only
available at a few retail locations and big plans were being discussed. The
website looks incomplete, as though the idea has been abandoned.
It's possible that new federal regulations prevent this kind of thing.
