Hi, Phil --
I wouldn't announce it til the feature is live, personally, unless
you're planning to do a press-only preview by invitation only. But a
day-of release should be adequate. No sense sending details of something
no one can view yet.
And then, you may also explore MarketWire (less expensive) and PRWeb,
which guarantees Google News placement. PRWeb is also great because you
can get great coverage for as low as $40 and you can add your own SEO
keywords to your release in a separate dialogue box. I've been very
happy with the results.
Additionally (or even instead of), I *highly* recommend compiling a list
of your key press targets -- the reporters you most want to reach at the
publications/news outlets that are most important to you -- and
hand-emailing them the release. Paste the release into the body of your
email; attachments are a definite no-no. Explain in the email why they
should care about your press release, as briefly as you can.
Sending those emails will get you far, far more mileage than any wire
service! ...but then I can't sing the praises of PRWeb enough, even just
for SEO.
As a PS, check out these recent articles on MarketingSherpa and
MarketingExperiments.com about press releases --

http://www.marketingexperiments.com/-- both free and very interesting.
Good luck!
