I would start talks with the Advertising Networks you mentioned. I have a
feeling that they should be able to provide you with the metrics you are
looking for (or close to).
Other publisher options to consider:
Local content providers with websites (Newspapers, T.V. stations, radio
stations, locally based entertainment providers)
Entertainment and community sites (Digital cities, Real Cities)
I don't think you're going to find a "one stop shop" solution to your target
reach. Ultimately I would think you would have a site mix would include
several of these publishers including Search, Portals, Ad Networks and Local
Content. I'm not sure if a 25% reach in only 4 to 7 days is realistic, but
I'm also not sure what your budget is. Thinking of traditional media, I
can't believe you'd find a single resource (T.V., Radio, Newspapers) that
could deliver that reach metric in that short of time frame, given what I
can only assume are "realistic" budget constraints. If you wanted to reach
25% of ALL people in a market, that might be easier, but here you also have
age, income and home ownership requirements which narrows any given local
audience substantially.
