When you say you want to create a network, do you mean you want to be the
provider of affiliate programs to many different sites so that they can each
have their own affiliate program, or do you want to create your own network
of affiliates for your own site(s)? There is a big difference, and before
you even think about the software, you need to figure out virtually every
detail of what it is you want and need.
You can waste a ton of time configuring software and customizing something
that is not right or reinventing something done many times before.

This is just the tip of the iceberg. Don't save money now by not thinking
about your full needs. You could screw yourself by saving some money on a
cheap piece of software and then spend six months struggling to make it work
before getting what you really need.
