I suspect that you will have to provide yourself with DNS and other back-end
services that mitigate the cost savings. There are some registrars charging $7
or even $5 per domain.

490342 domains are hosted under the IP 66.118.136.67"

This is probably just shared hosting. Virtually all inexpensive hosting
accounts are on shared servers with the same IP address.
