ICANN charges $.25 but the registry (Network SOlutions) charges about
$6. The total cost for a domain -- even if you are a registrar -- is
about $6.25, though it varies depending on extension.

Many hosts sell domains at a loss, which is why you see them cheaper.

Aside from that, ICANN requires a lot of different things (such as
working capital restrictions) and there are many technical challenges
involved with becoming your own registry.
