Developing an affiliate program

Anyone on the list experienced in helping us build a quality affiliate
program, as well as adding quality affiliates? We have something in
place, but we'd like to see an improvement in the quality of the
affiliates we are attracting as well. We've had a problem with
"fraudulent" attempts to collect affiliate payouts, and that has led me
to cease advertising that the program exists at all to the general
public or via pay per click.
