I'd recommend placing the PDF on a webserver - and linking to it (rather
than attaching it) to each email you send. That way you don't run the risk
of clogging up anyone's email box. Also, I think you'll have a tough time
finding an email service provider that allows attachments.

For a smallish list such as yours, I really like Campaign Monitor
(www.campaignmonitor.com) which has full reporting and is super easy to use
and only costs $5 + 1 cent per email address.
